The Environment Agency’s new SWIM guidance is an important shift for surface water flood risk management.
One of the biggest challenges with SuDS has always been demonstrating the cumulative value of multiple smaller interventions and building a strong enough case to access funding. SWIM begins to address that by allowing packages of SuDS measures to be appraised together as a single intervention.
For LLFAs and highways authorities, this increases the importance of network visibility, evidence and understanding how interventions contribute to wider resilience outcomes.
