The Ethiopian National Ministry of Education has prohibited all recipients of honorary doctorate degrees from using the title “Doctor” or “Dr” outside the institution that conferred the honour.

The directive, signed by Minister of Education Berhanu Nega in July 2025, also bars serving government officials and political candidates from being nominated for honorary doctorates.

Furthermore, newly established universities are restricted from awarding the distinction. Institutions must have graduated at least eight cohorts and offer third-cycle degrees, such as PhDs, before they can confer honorary doctorates. Those that do not meet these requirements are prohibited from granting the title. Universities must also adhere to both national and international standards prior to awarding the honours.
