Key highlights:
First household block expanded to 20 kWh with unchanged tariff (Rwf 89).
Preferential tariffs for health facilities, schools, and higher learning institutions.
Industrial tariffs include incentives to shift consumption to off-peak hours.
New framework encourages green investment, including e-mobility charging stations.
