Paraguay’s largest digital bank, Ueno Bank, placed into resolution by the Central Bank of Paraguay (BCP).

On November 2–3, 2026, the BCP board unanimously ordered the resolution of Ueno Bank after its solvency ratio fell below 50% of the legal minimum (required minimum is 12%), following accounting adjustments tied to related-party lending to companies linked to its controlling shareholders (Grupo Vázquez). All services were immediately suspended—app, cards, transfers, and branches—locking out roughly 3 million customers (about 60% of Paraguay’s adult population). The bank also held hundreds of millions in public funds, including around $380 million from the state pension/health fund (IPS).

Deposits are covered by the Deposit Guarantee Fund up to approximately ₲228.3 million (~$38,000) per depositor. The BCP has described the situation as isolated and not systemic.

Central Bank President Carlos Carvallo submitted his resignation (at the request of President Santiago Peña). Carvallo previously led Financiera Ueno, the bank’s predecessor, from 2021 to 2023.

Prosecutors from the specialized unit on economic crimes and anti-corruption ordered the detention of eight senior executives and directors, including founder and CEO Federico Miguel Vázquez Villasanti (Miguel Vázquez) and bank president Juan Manuel Gustale. Courts also froze related assets. The investigation concerns alleged breach of trust and related offenses; formal charges are still developing.

The case has triggered political scrutiny over regulatory oversight and ties to the presidency, with depositors awaiting access via the resolution process and guarantee fund.
