Part of the problem is the vicious cycle Netflix has created for itself. They don't wait for shows to catch on like BREAKING BAD or IT'S ALWAYS SUNNY β both of which built an audience over time. If a show isn't popular in its initial run, it gets cancelled β in part because many of these shows are so expensive to begin with. But then you have an audience which learns not to get too invested in a show because it might get cancelled after season one β especially shows that end on a cliffhanger or require more time to tell their stories in full. They would prefer to hold off until it completes its run and then binge it. But those shows will never get there because some number of people would prefer to wait and see. Sometimes if a show isn't performing well, they're given a chance to "wrap it up" however hastily. Other times they just pull the rug out and the fans get burned. They're literally training their audience not to watch and then wondering why they're not watching
