He says the 2000 meeting at the Lake Washington house was not small talk. A partnership to vaccinate everybody. By 2010 it had a banner: Decade of Vaccines. Then the scaffolding. GAVI. CEPI. A foundation so big at WHO that Kennedy claims nothing important moves without a Gates pass.

That last sentence is his. The furniture under it is not a rumor. Politico, 2017: Gates had become WHO’s second-biggest donor after the United States. Earmarked money. Outsized pull.
