The imperial flag is a bit more common, and also is used for heritage more often than genocidal glorification. The iron cross (Wehrmacht) is also still used by the Bundeswehr.

The Nazi flag could be a German nationalist symbol, if it had different treatment after WW2. But today German culture is not linked to the flag. It explicitly symbolizes authoritarianism & genocide.

Identity as in regional differences. Those are often agricultural communities, with regional dialects, with own cuisine, with above average religiosity, with many distinctions. Cant the flag stand for those and not the secession in todays application?
