Greece is overhauling its asylum system from the ground up. Migration Minister Thanos Plevris announced that total funding for asylum benefits will drop nearly 30 percent, from €400 million to €288 million per year, with housing subsidies for refugees eliminated entirely and monthly cash support cut in half.
The government is ending the HELIOS program, which provided rent allowances to recognized refugees across Greece, including apartments in central Athens. Those properties will now be returned to local residents. All funds redirected from HELIOS will go toward job training and Greek-language education instead.
Monthly financial support, currently around €75, will be slashed to cover what the ministry calls "bare essentials." For the roughly 20,000 refugees granted asylum in Greece each year, Plevris says the message is clear: complete a five-to-six month work integration program, then find employment or leave. "There is no longer a benefit where I pay your rent and you sit and do nothing," he said.
The overhaul rolls out in three stages. The first is already underway, targeting more than €288 million in savings on food and accommodation at reception centers over two years. The second is the immediate abolition of HELIOS. The third is the 50 percent cut to direct financial aid. Plevris also signed a new contract assigning the Hellenic Corporation of Assets and Participations, known as the Superfund, to handle all tenders for food, security, and maintenance at reception facilities, aiming to improve transparency.
Deputy Minister Sevi Voloudaki called it "a new, clear migration policy era," saying the mindset of passive residence and endless benefits is ending for good. She added that those in the country illegally will face detention or deportation in line with Greek and EU law.
The government says the policy shift is already producing results. Irregular arrivals dropped from nearly 6,000 in August 2024 to fewer than 2,900 in August 2025, and September numbers fell from almost 7,000 to just over 4,000 year over year. Public consultation on the new bill begins within the month, with implementation expected next year.
