Regulatory Certainty Matters.
Investors are prepared to manage commercial risk. What they find far more difficult is regulatory uncertainty. Governments can introduce fiscal incentives, financing support and policy reforms to encourage investment, but these efforts achieve little if investors are unsure how the regulatory system will operate in practice. They want to know that the rules are clear, decisions are consistent and regulatory processes are predictable. That confidence often influences investment decisions as much as commercial considerations.
The Petroleum Industry Act (PIA) has provided Nigeria’s petroleum industry with a strong legal and regulatory framework built on transparency, competition and accountability. Our responsibility at the @NMDPRA_Official is to ensure those principles are reflected in the way we regulate every day.
Having spent nearly three decades on the commercial and operational side of the downstream petroleum industry before joining the Authority, I understand the questions investors ask before committing capital.
Will approvals be timely?
Will regulations be applied consistently?
Can institutions be relied upon to make fair and predictable decisions?
These questions are particularly important in the midstream and downstream sectors. Investments in refineries, pipelines, storage facilities and gas infrastructure are designed to operate over many years. Investors need confidence that the regulatory environment will remain stable, consistent and credible throughout the life of those assets.
Good regulation goes beyond issuing licences or enforcing compliance. It provides certainty. It creates an environment where businesses can plan, investment can grow and consumers can have confidence that the market is being regulated fairly.
That is the approach guiding our work at the Authority. We are strengthening collaboration across government institutions because effective regulation depends not only on good policies but also on consistent implementation. When institutions work together, the industry experiences a more coordinated and predictable regulatory environment.
The true measure of any reform is how it is implemented. Every license issued, every inspection conducted and every regulatory decision contributes to confidence in the regulatory system. Our responsibility is to carry out that mandate fairly, consistently and transparently, so that Nigeria continues to offer an environment where responsible investment can grow and the petroleum industry can continue to develop.
I look forward to continuing our engagement with industry and other stakeholders as we work together to strengthen Nigeria’s midstream and downstream petroleum sector.

MY REMARKS AT THE DECADE OF GAS NATIONAL GRASSROOTS LPG PENETRATION PROGRAMME (NGLPP) IN BAYELSA STATE.
It is a privilege to join the Honourable Minister, distinguished guests, our industry partners, and members of the community for this national launch of the next phase of Nigeria's clean cooking journey.
The importance of today's event goes beyond the cylinders being distributed. What is being launched is a model that has been designed for continuity. That is an important distinction.
One of the challenges with any intervention is how it is sustained. The real test is whether families continue using LPG months and years after they receive their first cylinder. That is why I am encouraged by the features built into this programme.
The cylinder recirculation model, the provision for refills during the transition period, and the use of barcode technology to monitor utilisation all point to a programme that is thinking beyond distribution and focusing on long-term adoption.
From a regulatory standpoint, that is exactly where our interests converge.
Yesterday, I had the honour of delivering remarks at the opening ceremony of the 49th @SPE_NIGERIA themed “Thriving in the Evolving Global Energy Landscape: Collaborative Growth and Resilience.”
As Authority Chief Executive of the @NMDPRA_Official I reaffirm our commitment to navigating geopolitics, financing shifts and decarbonisation with purpose.
Resilience is not a defensive posture. It is an active strategy for national growth. Our regulatory priorities remain clear:
• Energy security
• Gas expansion
• Excellence in regulation.
We will pursue these with a Firm, Fair and Fast approach: firm in upholding the law and standards, fair in balancing the interests of government, investors, operators and consumers, and fast in decision-making and service delivery.
ACE Visits South West Regional Office, Reaffirms Commitment to Staff Welfare and Regulatory Excellence
The Authority Chief Executive Mallam Rabiu A Umar, today paid a working visit to the Authority’s South West Regional Office in Lagos as part of ongoing efforts to strengthen operations and enhance service delivery across the country.
During the visit, the ACE toured and inspected the regional office facilities, assessing the condition of the infrastructure and the working environment for staff. The inspection underscored the Authority’s commitment to providing a conducive workplace that enables personnel to perform their duties effectively.
The ACE also held an interactive meeting with management and staff of the regional office, during which the Regional Coordinator Engr. Olakanmi Ayodeji delivered a presentation highlighting the office’s activities, achievements, and operational challenges. This was followed by robust discussions on key issues affecting the region and practical measures to improve efficiency and regulatory performance.
Addressing staff, Mallam Rabiu A Umar reaffirmed the Authority’s guiding philosophy of being Firm in Regulation, Fair in Conduct, and Fast in Execution. He emphasized the importance of professionalism, collaboration, and accountability in delivering on the Authority’s mandate, assuring staff that management remains committed to addressing operational challenges and supporting regional offices to achieve optimal performance.
The visit forms part of the ACE’s strategic engagement with regional offices aimed at strengthening institutional capacity, improving staff welfare, and ensuring consistent, effective regulation across the midstream and downstream petroleum sector.
FG Convenes Stakeholders Meeting with Dangote Refinery to Drive Down Petrol Prices
In a bid to ensure Nigerians enjoy lower fuel costs, the Federal Government on Monday held a crucial stakeholders’ meeting with Dangote Refinery, regulators, and major oil marketers aimed at achieving fair and significant reductions in the price of Premium Motor Spirit (PMS) across the country.
The high-profile gathering, hosted at the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) headquarters in Abuja, brought together Dangote Refinery officials, the Federal Competition and Consumer Protection Commission (FCCPC), Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN), and representatives from TotalEnergies, Eterna, Matrix Energy, MEMAN, DAPPMAN, IPMAN, DPRP, NARTO, and other industry players.
The meeting follows a strong directive from Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, urging marketers to swiftly cut pump prices in line with the recent drop in global crude oil prices.
Addressing participants, Lokpobiri stressed that deregulation should not lead to profiteering. He pointed out that falling Brent crude prices must be reflected in domestic PMS and AGO costs, as these products influence the entire economy. The minister called for consensus on practical ways to lower prices while safeguarding the interests of both consumers and legitimate operators.
NMDPRA Chief Executive Rabiu Abdullahi Umar explained that the session was convened to promote cost-reflective pricing. He acknowledged the easing of international oil market tensions and urged collaborative solutions on inventory management, market monitoring, and national fuel reserves.
