We’ve been working on a policy-research piece examining a growing but largely invisible issue in Canada: labour-market exile—where experienced professionals are pushed out, sidelined, or excluded from employment despite having valuable skills.
This is not just a workforce issue. It is a productivity, governance, and economic efficiency challenge.
A significant number of skilled professionals remain underutilized or detached from the labour market, often following workplace conflict, reputational harm, or failed re-entry. The result is lost human capital and weakened decision-making across sectors.
Our upcoming piece will explore:
• how labour-market exile operates (including “hidden” forms outside official data)
• why existing systems fail to reintegrate high-skill professionals
• practical, evidence-based pathways to bring this talent back into meaningful work
The objective is straightforward:
recover underutilized talent and strengthen organizational performance.

On October 30, 1995 I watched the Quebec referendum results roll in at Eric Hebert’s place in Mtl. Vividly remember how upset he was that the separatists lost. And here he was running the leadership vote process for a federal party.
Two points:
A long standing issue which is salient in 2026.
Activists & journos: look into how the CRA targets people who were purged / blacklisted from public & private orgs - esp those who cashed out their pensions to eat, because they can't find dignified work.

When I was pushed out of the #GoC in 2018,I went to hell and back trying to secure various #Phoenix payments as part of the EC CA.
I finally received the 5 day payout from the 2019 agreement…6 yrs late.
