🚨🚨 Education Secretary Bridget Phillipson spent more than £500,000 of taxpayers’ money trying to water down university free speech laws.
Ms Phillipson launched a bid to dilute the Higher Education (Freedom of Speech) Act 2023 (HEFSA), which she branded a “Tory hate speech charter”.
The Act was introduced after countless staff and students were hounded out of their jobs or ostracised by their peers for expressing their lawfully held views on campus. The Free Speech Union has proudly supported many of those affected.
Bridget Phillipson’s attempt to weaken the law was successfully thwarted after the Free Speech Union launched a legal challenge against the Education Secretary.
The High Court has now ruled that the Government should pay the Free Speech Union’s legal costs of £353,748, taking the total bill to more than £500,000 once the Government’s own legal costs are included.
When Labour came to power in 2024, Phillipson announced that she would halt the implementation of HEFSA, which had been passed by the previous Conservative Government.
Internal documents disclosed during the litigation showed that officials had been instructed to have a statutory instrument ready to pause the Act “on day one” and that the Secretary of State did not intend to implement the Act in full.
In January 2025, however, the Education Secretary performed a U-turn and told Parliament that the majority of the Act’s provisions would be implemented.
The Free Speech Union offered to withdraw its claim in return for a fixed costs payment of £84,000. The Government refused, offering instead a “drop hands” settlement under which the FSU, despite having won in substance, would recover nothing. Since then, costs have spiralled as expensive KCs have argued over the remaining issues.
General Secretary of the Free Speech Union, Lord Young of Acton, said: “The significance of this judicial decision is that it confirms our view, and the view of our lawyers, that we won this case and the Education Secretary lost. Costs are awarded to the winners, with the losers having to pay.
‘Judicial reviews are expensive, but thanks to this award of costs we’ll have enough money in our bank account.’”

Monday afternoon in a leafy Uxbridge suburb, 2025:
Wayne Broadhurst, 49, is stabbed to death while walking his dog.
Shortly beforehand, his killer, Dawood Safi, had attempted to murder his landlord and had stabbed a 14-year-old boy.
Safi is an Afghan national.
He smuggled himself into Britain in the back of a lorry in 2020.
Having lied about his age, he was granted asylum by the Tory government's Home Office in 2022.
Broadhurst bled to death after being stabbed 14 times across his neck, chest, back and sides.
Safi was able to plead guilty to mere manslaughter, citing diminished responsibility due to his "depressive psychosis".
That's right, modern "justice" means those MOST likely to reoffend are treated MORE leniently.
Afghan nationals are almost NINE TIMES more likely to be arrested than Brits.
Yet Tories smuggled in tens of thousands of Afghans, including known sex offenders and literal members of the Taliban, and took out a super-injunction to hide it from the British people.
We cannot go on like this.
Reform will deport all those who illegally broke into our country, including criminals granted asylum by Labour and the Tories alike.

And there we have it. Tomorrow Andy Burnham will become Prime Minister of the United Kingdom, having blazed a singular trail to No. 10 that avoided ever having to defend, let alone stand on the Labour manifesto of the 2024 general election.
Already, the total unfitness of the man for high office is beginning to be noticed, with a particularly striking online meme comparing his cringe-Dad antics to those of David Brent. Just how quickly his twee and cloying bonhomie falls apart on contact with the realities of political power we'll find out from next week.
For my guest this week, @michaelmurph_y , Burnham is an even more dangerous figure to put in charge of the country than Sir Keir Starmer. The two represent either side of the same coin: while Starmer's dour legalism represented the underlying mechanics of the British state in all its brute force (the man was never more at home than when clamping down furiously on dissenting speech), Burnham is the smiling, matey facade that that state presents to the public; the tie-less, "call me Andy" school teacher who sits on a chair backwards to explain how he "gets it".
But while Starmer included in his team some people who did recognise the priorities of the British working class, for example Morgan McSweeney, Burnham has swept to power on the back of the worst instincts of the already spectacularly inept Parliamentary Labour Party; a gang of charity-sector charlatans so clueless about the real world that they'd be more at home in a playschool.
We must prepare for a very rough couple of years with this man at the helm. The world is rapidly becoming more dangerous, Britain is exposed and our enemies know it. The one possible silver lining we can take is that when Andy Burnham fails, perhaps the public will finally realise that that failure will not just be his own, but the failure of the entire Labour Party.
So the rules are Reform MPs - fearing for their lives - cannot even insinuate that the brutal murder of their colleague may have been a targeted attack - even when it was obvious from the start.
But the Labour Home Secretary, PM, incoming PM, Police, the BBC and entire establishment media can instantly speculate wildly and loudly about a “right wing” terrorist plot on an Islamic event -
only for the it to be proven totally false.
This is Britain in 2026.
This is why Britain needs REFORM.
