The Finnish Helsingin Sanomat reported this morning about the risks data centres bring for Finland. The Finnish Security and Intelligence Service (SUPO) has constantly warned about the risk of data centre ownership in Finland by authoritarian countries, such as China.

And before anyone argues the opposite, please explain why data centre operators from China are trying to hide their background and ties to China? The requirement of “Know your customer” is close to impossible.

SUPO’s concerns relate to the circumvention of sanctions related to chips, the protection of data located in data centres, the dependency on district heating, customer identification, and access to Finland's critical infrastructure.

According to SUPO, co-location data centres containing servers from several companies may enable physical access to servers from other companies.

In addition, data centre personnel or subcontractors often have access to points of connection in the Finnish backbone network that are usually carefully protected. According to Supo, this may involve the risk of personal intelligence.

It's a good question and reveals a structural point(s) underneath.

NATO/EU solidarity has always been an implicit north–south, east–south bargain; southern flank states want migration treated as a security threat deserving a collective response and solidarity; eastern states want the same for Russia. Spain has contributed troops eastward but resisted the fiscal and China-policy implications of the eastern threat picture. The Ceuta rhetorical question is therefore double-edged: it exposes EU hesitancy and divergence, but it also invites the counter-question Madrid would probably rather not answer: whether Spain has treated others’ existential threats with the seriousness it now demands for its own.

A state asking for European solidarity against Moroccan grey-zone pressure while deepening dependency on Russia’s principal enabler is a hard sell in the Eastern flank:

Sánchez’s fourth Beijing visit in four years produced a Permanent Strategic Dialogue and 19 agreements, positioning Madrid as the EU’s preferred landing zone for China–a sharp divergence from most member states’ de-risking, which is partly driven by China’s support for Russia in Ukraine. Sánchez has led opposition to EU tariffs on Chinese EVs, and Spain awarded Huawei a contract while others struggle to strip Huawei from their networks and treat it a security threat.

Furthermore, Spain spends the lowest share in NATO (~1.24% through 2024, surged to ~2% in 2025 under US pressure), and was the only member exempted from the Hague 5% commitment, citing budget constraints and welfare priorities. One could argue that Spain accepting the exemption meant explicitly declining to share the burden others took on.

Spain’s solidarity record is genuinely two-sided: strong on NATO deployments, weak on money, and increasingly divergent on China, Russia’s war enabler.

Yesterday in Ceuta there were widespread reports, and many comments on my posts, claiming that everyone crossing the border had been sent back.

What did I actually witness?

I saw a large number of men, roughly aged 18–30, being escorted back towards Morocco by the authorities. In some cases, force was used.

It did appear to me that the vast majority have left with mainly stragglers left hiding but I only arrived at 5pm approximately yesterday so it’s not a full picture

I also saw local residents standing guard outside their homes and neighbourhoods.

Some were carrying spanners, baseball bats and metal poles, warning groups of men to move on and leave the area.

I’ll be spending the full day in Ceuta today to see how the situation develops and will report only what I witness.

Apologies for the delays in posting yesterday. Mobile signal at the border was extremely poor, with multiple live TV broadcasts putting heavy demand on the network.
