Spain has contributed troops eastward but resisted the fiscal and China-policy implications of the eastern threat picture. The Ceuta rhetorical question is therefore double-edged: it exposes EU hesitancy and divergence, but it also invites the counter-question Madrid would probably rather not answer: whether Spain has treated others’ existential threats with the seriousness it now demands for its own.

Yesterday in Ceuta there were widespread reports, and many comments on my posts, claiming that everyone crossing the border had been sent back.
What did I actually witness?
I saw a large number of men, roughly aged 18–30, being escorted back towards Morocco by the authorities. In some cases, force was used.
It did appear to me that the vast majority have left with mainly stragglers left hiding but I only arrived at 5pm approximately yesterday so it’s not a full picture
I also saw local residents standing guard outside their homes and neighbourhoods.
Some were carrying spanners, baseball bats and metal poles, warning groups of men to move on and leave the area.
I’ll be spending the full day in Ceuta today to see how the situation develops and will report only what I witness.
