Trump's use of the word "rigged" seemed apt, if you accept that it doesn't necessarily mean "illegal." Essayli makes this point and in the process lowers expectations for what his office might do.

I would actually change the "no" to "probably no." We don't know. The loopholes are big enough---eg sending in random ballots for people who won't complain and never see them which then aren't adequately checked--that it's possible.
