But in India, both the Eids, Muharram and Prophet's birthday are mandatory national holidays whereas Janmashtami and Rakhi are optional.

अब महाराष्ट्र में ड्राइविंग करनी है तो मराठी आनी चाहिए। जिसके नाम पर परमिट है, उसको भी मराठी आनी चाहिए। देश की एकता के लिए इस नए क़दम का स्वागत कीजिए।

मान लीजिए, कोई व्यक्ति तीन टैक्सियाँ चलवा रहा है। उसने जीवन में कभी अपनी टैक्सियों में बैठने वाले यात्रियों से बात तक नहीं की। फिर भी, उसे मराठी आनी चाहिए। इससे पहले 2017 में बॉम्बे हाईकोर्ट ने मराठी वाली शर्त को रद्द कर दिया था, लेकिन सरकार के लिए नई नियमावली बनाने की संभावना खुली छोड़ी थी। 2026 में वो कर दिया गया है।

इसी तरह, 2016 में कर्नाटक हाईकोर्ट ने ऐप-टैक्सी ड्राइवरों के लिए कन्नड़ का ज्ञान होने वाला निर्णय सही माना था। राज्य किसी नागरिक को केवल इस आधार पर स्वरोजगार करने से कैसे रोक सकता है कि उसे फलाँ भाषा नहीं आती है? आजकल ओला-उबेर-रैपिडो के ज़माने में जब सबकुछ ऐप से ही तय हो रहा है और गूगल किसी भी भाषा में बोल सकता है, फिर समस्या कहाँ है? एक अच्छा ड्राइवर होने के लिए गाड़ी ठीक से चलाना आना चाहिए, अनुवादक की भर्ती नहीं कर रहे आप।

तकनीक के युग में इस तरह के फ़ैसले हास्यास्पद हैं। ऐप में गंतव्य पहले से ही दिखाई दे जाता है। गूगल मैप्स जिस भाषा में मन हो उसमें चलाइए। यात्री मराठी में चलाए, ड्राइवर हिंदी में चला ले - दिक्कत कहाँ है? आप तकनीक का अच्छे से इस्तेमाल करना सिखाइए न। सरकार ने ड्राइवरों के लिए बुनियादी मराठी प्रशिक्षण अभियान चलाया, ये मात्र 4 घंटे का था। मात्र 4 घंटे में ड्राइवर जब सबकुछ ठीक किया जा सकता है, फिर किसी की आजीविका छीनने वाली बात होनी ही नहीं चाहिए। देश पहले से ही बेरोज़गारी से जूझ रहा है। उसमें भी नए नियम व शर्तें!

क्या महाराष्ट्र के लोग बाहर नहीं रहते? कर्नाटक में 21 लाख मराठी रहते हैं, मध्य प्रदेश में 13 लाख मराठी रहते हैं, गुजरात में 10 लाख रहते हैं और दोनों तेलुगू राज्यों में भी 7 लाख रहते हैं। गोवा में भी 2 लाख मराठी रहते हैं। क्या उन्हें गुजरात में गुजराती, कर्नाटक में कन्नड़, गोवा में कोंकणी, आंध्र-तेलंगाना में तेलुगू बोलने को मजबूर किया जा रहा है? और ड्राइवर ही क्यों, डिलीवरी बॉयज तो ग्राहकों से बात कर रहे हैं, उनके लिए भी ऐसा ही नियम लगा दो। दुकानदार, प्लम्बर, नर्स... अब रोज़गार के लिए सबको वीजा लेना हो महाराष्ट्र का, ऐसा नियम लगा दो भाई सीधे।अब कर्नाटक में भी माँग हो ही रही है कि वहाँ भी बिना कन्नड़ के ज्ञान के ड्राइविंग लाइसेंस न दिया जाए।

दुबई का उदाहरण देख लीजिए। अत्याधुनिक व अत्यंत विकसित महानगर है। वहाँ के 12,000+ टैक्सी ड्राइवर 37+ देशों से आते हैं। अलग-अलग भाषा-क्षेत्र से हैं सब। वहाँ उन्हें ज़बरन अरबी नहीं सिखाया जाता। अंग्रेजी का टेस्ट होता है केवल। भारत में हिंदी सबसे अधिक बोली जाती है, हिंदी अनिवार्य कीजिए करना ही है तो। अरबी ही UAE की आधिकारिक भाषा है, कोई ज़ोर-ज़बरदस्ती नहीं है सीखने की। भाषा और संस्कृति थोपी नहीं जाती है।

अब गुंडागर्दी और बढ़ेगी। ड्राइवरों को पकड़-पकड़कर पूछा जाएगा कि उन्हें मराठी आती है या नहीं, उनपर हमले होंगे। पुलिस भी उनसे उगाही करेगी। सभी राज्यों के बीच फिर प्रतिशोधी नियम-क़ानून बनने लगेंगे। संविधान निर्माताओं ने आंतरिक प्रवास के लिए भाषा को कभी बंधन के रूप में न देखा, न आने दिया। प्रधानमंत्री नरेंद्र मोदी स्वयं कह चुके हैं कि आम नागरिकों के जीवन में सरकार जितना कम घुसे उतना अच्छा। ये तो सीधे-सीधे आजीविका के अधिकार में सरकारी हस्तक्षेप है। लाइसेंस राज के ख़िलाफ़ होने का दावा करती है ये सरकार। फिर लाइसेंस के लिए रिश्वत का एक और स्कोप प्रदान कर दिया गया है।

जिनकी आजीविका छिन जाएगी, वो फिर कहाँ जाएँगे? कल को अन्य पेशों में भी इसे फैलाया जाएगा और फिर कहा जाएगा कि महाराष्ट्र में कोई भी कारोबार करना है तो मराठी आनी चाहिए। मुकेश अम्बानी मराठी नहीं बोलते हैं, हिम्मत है उन्हें छूने तक की भी?

श्रीलंका के गृहयुद्ध के पीछे भाषा ही जड़ में थी। सिंहला वालों ने 1956 में अपनी भाषा की अनिवार्यता को लेकर क़ानून बनाया, उसके बाद दशकों तक क्या होता रहा हमें पता है।

अतः आप सबसे निवेदन है कि आपस में छोटी छोटी बातों को लेकर सोशल मीडिया पर माहोल ख़राब ना करें ।
निवेदन है कि अगर ट्वीट को डिलीट कर बात को रफा-दफा करने में सहायता करें क्योंकि कुछ सेक्युलर लोग ऐसे ही मौके की तलाश में है।
