I opened the 11th Oil and Gas Convention at Speke Resort Munyonyo today morning. This year’s convention comes at a defining moment in Uganda’s oil journey, as we count down the days to first oil.
Oil production will no doubt unlock Uganda’s full economic potential. The petroleum sector is a strategic catalyst for our tenfold growth ambition—from a $50 billion economy to $500 billion by 2040—anchored in agro-industrialisation, tourism, mineral-based industrialisation, and science and innovation.
@Parliament_Ug remains fully committed to providing the necessary legislative support and oversight to ensure this sector delivers real value to Ugandans. We must prioritise transparency, strong local content participation, and meaningful investment opportunities for our people, especially in high-value segments of the industry.
As we move from the infrastructure development phase to the oil production phase, the real opportunity lies in sustained enterprise growth, technology transfer, and positioning Uganda as a regional energy hub.
The message is clear: the foundation has been laid—what we need now is disciplined execution.
We used the same occasion to launch the new National Petroleum Policy 2025 which is a successor to the National Oil and Gas Policy, 2008. The new policy provides a comprehensive framework for the entire petroleum value chain as the country prepares for the first oil production this coming July. I congratulate the Minister @NankabirwaRS and her technical team @MEMD_Uganda on this milestone.
I call upon all stakeholders; government, the private sector, and our regional partners to work together to ensure that petroleum becomes a driver of industrial transformation and shared prosperity for generations to come.
I am grateful to God for blessing me and Maama Janet with a family, and for enabling us to have children even during very challenging times when Uganda was in turmoil. I am thankful to have lived to see my children grow up, start their own families, and now I am grateful to God to see my grandchild - Sasi Karugire, the daughter of Edwin and Natasha Karugire, getting married. It teaches me that when you do God’s work, He will do yours.
I'm happy to announce that we raised over 1 billion Uganda shillings during the birthday run. I shall soon announce the charities we shall support and handover cheques to them. Thank you all for your support.
