📷 Failure to monitor and evaluate the implementation of policies that have been approved
📷 Lack of budgetary allocations to policy units to do their work.
📷 Ambiguity of policies, leading to confusion in isolating action areas.
📷 Lack of supporting regulatory frameworks to ensure compliance and voluntarism.
📷 Ever changing national priorities rendering earlier policy recommendations redundant if not abandoned.
📷 Lack of political will including buy-in by political leadership and integrating policies into national development and investment plans.
📷 Lack of awareness of existing policies and recommendations.

Rwanda Agriculture and Animal Resources Development Board #RAB Deputy Director General for Agricultural Development Dr. Florence Uwamahoro has pledged total support to the joint initiative by @ASARECA, @CGIARAfrica and @RAB scientists to develop comprehensive #guidelines & #manuals for farmers, extension staff and other stakeholders to enhance productivity in the legumes value chain.
The guidelines are very critical in boosting the production of #legumes and #pulses as the existing guidelines do not integrate mechanisms of managing the impacts of climate change on the productivity of the legumes and pulses.
“The seasons have become more limiting than before with prolonged delays in the onset of rains. So you notice at all times that climate change is real, it is here and we need to act now. Not in the future,” Dr. Uwamahoro said.
This support from the #RAB will go a long way in supporting smart legume farming that will in turn attract the minorities and ensure gender inclusivity in Agriculture to realize food security and sustainability in the region.

@ASARECA and the @CGIAR are holding a consultative meeting for co-designing Climate-Smart Legume Production Guidelines and Manual for Rwanda. The meeting in Kigali city will last from 10 – 12 March 2025. It is informed by the realization that the existing guidelines and manuals for boosting productivity in #legumes and pulses do not integrate the approaches for dealing with impacts of climate change on productivity.

Irregular Rainfall Patterns in Kenya:
Changes in the onset and cessation of rainfall shorten the effective growing period. Legume seeds may fail to germinate on time or suffer during early growth if moisture is insufficient or arrives too late.
