@andrew_leach Legalese is so non-intuitive. Do you read 13(2) as saying that cogens that provide more electricity behind the fence than they export to the grid are totally free of the CO2 limit in 9(1)?

@andrew_leach Such a pain in the ass to capitalize using a phone, too. It's almost the only thing where this guy doesn't take the laziest path available.

@andrew_leach Is there much activity around putting HV transmission underground to avoid the increasing frequency of weather related catastrophes (e.g. wildfires in CA)? That would be costly.
