That’s not correct. No one in Norway receives money directly from the Wealth Fund, but the fund is used to finance the Norwegian state budget. That means it pays for public services people use every day: healthcare, schools, pensions, infrastructure, police, and welfare benefits.
The money is not sent straight to wars or NGOs. Parliament decides the budget, and only a limited share of the fund’s returns (under the fiscal rule) can be used each year. Without the Wealth Fund, taxes would have to be much higher or public services much smaller.
