One thing that should be understood from the very get-go is that the actions of the Russian Federation toward Ukrainian children are not isolated incidents or humanitarian decisions gone wrong. They are part of a deliberate strategy - a state policy, actually - of demographic engineering and identity erasure that runs from local occupying authorities to the head of the state. And the strategy that Russia implements in Ukraine and in the occupied territories against Ukrainian children is carried out methodically.

First, children are isolated: families, teachers, and friends are cut off, leaving them disoriented.

Then Russia slowly dismantles identity.

Being Ukrainian becomes something to hide. New documents, new guardians, and imposed Russian citizenship at the age of 14 are all designed to sever the legal and emotional path back to Ukraine.

Over time, this pressure reshapes a child’s sense of who they are and where they belong.

And finally, when identity is weakened, militarization begins. Children enter state-run programs where they train with drones, practice assault drills, and absorb wartime ideology.

By 18, that citizenship imposed earlier becomes the basis for conscription, sending them to fight the country they were taken from.

And this is essentially the arc of Russia’s design: isolate, reprogram, deploy.
