If getting rid of ccg, need way more replacement inventory.

@slmandel@PenguinOfTroy if you only consider in vs out as criterion of 'stakes', the number will be about the same in 12 or24 (ie the bottom 4-5 teams) where loss knocks them out.
increasing criteria to seed tier (bye/home/away/out), way more teams can move tiers, and thus have 'stakes'.
@AriWasserman Donโt fall in the trap like many media brethren have of seeing more people like 12/16 and say โlook how many people donโt want 24!!โ.
