The description matches that of the Bhutangi ones. Although the distinction isn't always clear, but Rajangi and Bhutangi Devatas differ in many ways, the most important being the realms. A Rajangi Devata always has a defined physical realm under its control, much like a king.
@Fieldnotesind@negi_frm_hills@TwerlyVinsmoke@Bakwabaasa Certain princes got murdered and their spirits began tormenting the murderers; so in order to pacify them, their godhood was acknowledged & they came to be known as Rajangi devtas.
Adi Sankara grouped Hinduism into six strains - the Shanmatas - Saiva, Vaishnava, Shakta, Saura, Kaumara and Ganapatya. Of these Saura and Kaumara were wiped out in Muslim invasions. Ganapatya AFAIK was always a sideshow. Forget about which area practiced what. What this simply means is that these six gods are the most popular in Hinduism and they are prayed everywhere - either in their true form or in modified forms. People talk many things. Just ignore and move on.
Whatever their origin may have been, a Khasa origin seems unlikely, as their inscriptions clearly distinguish them from the Khasas and mention the latter as one of their subject groups.
Most scholars consider Katyuris to be of native origin; most lean towards the Khasa origin, but since Katyuris never mentioned themselves to be Khasas, this view remains a mere conjecture.
Although I do not fully agree with Shri Katoch, there does seem to be some sort of connection between them; however, the precise nature of that relationship still requires further research.
A point worth noting is that historians like Y. S. Katoch do not consider the Devas of Kartikeyapura and the Katyuris to be the same. In his book UK"nd ka Naveen Itihas, Vol. 3, he clearly treats them as two separate identities due to the lack of verifiable evidence linking them.

The Devas of Kartikeypura, popularly known as Katyuris, were four early medieval dynasties that ruled from Kartikeypura in Uttarakhand. In the hearts of every pahari, they are remembered as the most glorious rulers that has ruled Uttarakhand to this day. Their rule is thus remembered as the golden age of Uttarakhand, where the two communities, which are now envious of each other, the Garhwalis and the Kumaonis, lived in harmony.
There are layers of argument in this case. While the violence and murder are completely unjustifiable, a father/family do have a right and arguably a moral obligation to be concerned about the welfare and safety of their young daughter.
Throughout eternity, the swords of the Kṣatriyas of the Himavant have danced freely under the divine grace of Lord Śiva, Vīrṇeśvara, Vyāghreśvara, Kedāra, Kārttikeya, Bhagavatī Kālīkā, Śrī Badrinātha, and numerous Kuladevatās, and they shall continue to dance for ages to come.
