Always stood for truth, FairPlay and justice. It is patently wrong for a dominant society to expel a group of people based on ethnicity from the state capital on account of some differences.

Democratic functioning entails the dominant people to be more magnanimous in dealing with the minority groups who come from the peripheral areas of the state.

Law has allowed income tax concessions for tribes of the Northeast. Could this be one of the reasons why the dominant people are demanding ST status?

A Question for Every Indian Taxpayer

Can a democratic government justify financing armed groups with public funds for 17 years without a political settlement?

The issue with Manipur’s Suspension of Operations (SoO) is not merely its duration but whether taxpayers should indefinitely fund stipends, rations, accommodation, and logistics for armed cadres while development competes for the same public resources. This is distinct from the Naga peace process, which is rooted in a pre-Independence political dispute and is not publicly documented as involving a comparable recurring maintenance arrangement for cadres.

Peace agreements should lead to political settlements, not become permanent financial commitments or liabilities. This is not a question against any community. It is a question of accountability, public finance, and the ethical use of taxpayers’ money. Ultimately, this is not just Manipur’s question. It is India’s question.

*Lest We Forget: The Misery of Operation Bluebird*

Operation Bluebird was a brutal military and counter-insurgency campaign. The Indian Army and the Assam Rifles launched it in July 1987. The operation sought to recover weapons lost in an attack on the Assam Rifles post in Oinam village, Senapati district, Manipur, by the National Socialist Council of Nagaland (NSCN).

*The Catalyst*
On July 9, 1987, NSCN, the Naga freedom fighters ambushed the Oinam village post. They killed nine Indian soldiers and looted their arms and ammunition.

*The Operation*
In response, the Indian military launched Operation Bluebird, a massive combing operation across more than 30 villages in the Senapati district of Manipur. The operation lasted for more than three months, until October 1987.

*Human Rights Violations*
The military search failed to recover any of the looted weapons. Instead, the campaign resulted in severe and widespread human rights violations, operating under the immunity of the Armed Forces (Special Powers) Act, or AFSPA.

*Report in brief*:

*Mass Torture & Deaths*: 27 civilians were killed or died due to torture and starvation. Hundreds of villagers were brutally tortured.
*Sexual Violence*: Women and young girls were subjected to rape and molestation. Pregnant women were forced to give birth in public view without medical assistance.
*Destruction of Property*: Over 100 homes were burned or dismantled. Schools, churches, and granaries were also destroyed.
*Forced Labour*: Villagers were held in fenced, open-air enclosures and forced to perform hard labour and cook for the soldiers.

*Justice denied for Oinam victims*

The legal maxim "justice delayed is justice denied" means that justice loses its meaning if the legal system does not provide timely remedies to victims. When legal proceedings drag on for long periods, the essence of justice is undermined, and the system has failed to deliver justice for the victims of Oinam to date.

This principle has sparked strong public reactions and outrage, particularly in cases involving grave tragedies, such as the violence experienced by victims in Operation Bluebird.

*Aftermath*
Operation Bluebird remains a widely documented case of military excess and extrajudicial execution. It deeply traumatised the local Naga communities in and around Oinam villages. The fight for justice continues to be remembered and debated in books and legal cases decades later. One can read more about the historical incident through various sources and publications.

*Violence is the antithesis of peace; it begets further violence.*

Violence is the direct opposite of peace. It creates a cycle where each act causes more harm. Instead of resolving problems, it leads to fear and more fighting.
Leaders have long recognised this truth. They share these ideas about why violence fails:

*No true victory*: Martin Luther King Jr. taught that violence is a descending spiral. It does not cure hate; it makes hate grow.

*The light analogy*: Dr. King said that darkness cannot drive out darkness. Only light can do that. In the same way, only love can stop hate.

*The path to peace*: Bayard Rustin, an American political activist and prominent leader in social movements for civil rights, socialism and nonviolence, stated that if we want a peaceful society, we cannot use violence to build it.

*Differing views*: Some people share mixed opinions. They argue that true peace means having the power to do harm but choosing not to use it. However, peaceful choices must be made to break the cycle.

Paragraphs 4 and 9 are of significant importance. The state legislature cannot delegate law-making powers to councils similar to autonomous district councils. Consequently, the most powerful autonomous district council established under the name of territorial councils is the Bodoland Territorial Council (BTC), created in the Sixth Schedule under Article 244-A of the Constitution. This is what the tribes of Manipur should request from the centre by inserting “Manipur” under Article 244-A and incorporating detailed powers, etc., under the Sixth Schedule. Other offers of autonomous district councils, etc., to be empowered by the state legislature of Manipur should be viewed as a ruse and should not be considered or entertained.

The conflict in Manipur is not merely a matter of law and order; it reflects competing geopolitical visions. If the goal is to prevent further territorial expansion through violence, policymakers must think beyond reactive measures.

Re-examining the status and boundaries of Kangpokpi district, strengthening indigenous rights, enforcing the NRC, and building broader political consensus may all deserve serious consideration. Durable peace requires strategy, accountability, and respect for history, not appeasement or inaction.
