Democratic functioning entails the dominant people to be more magnanimous in dealing with the minority groups who come from the peripheral areas of the state.
Law has allowed income tax concessions for tribes of the Northeast. Could this be one of the reasons why the dominant people are demanding ST status?

*Lest We Forget: The Misery of Operation Bluebird*
Operation Bluebird was a brutal military and counter-insurgency campaign. The Indian Army and the Assam Rifles launched it in July 1987. The operation sought to recover weapons lost in an attack on the Assam Rifles post in Oinam village, Senapati district, Manipur, by the National Socialist Council of Nagaland (NSCN).
*The Catalyst*
On July 9, 1987, NSCN, the Naga freedom fighters ambushed the Oinam village post. They killed nine Indian soldiers and looted their arms and ammunition.
*The Operation*
In response, the Indian military launched Operation Bluebird, a massive combing operation across more than 30 villages in the Senapati district of Manipur. The operation lasted for more than three months, until October 1987.
*Human Rights Violations*
The military search failed to recover any of the looted weapons. Instead, the campaign resulted in severe and widespread human rights violations, operating under the immunity of the Armed Forces (Special Powers) Act, or AFSPA.
*Report in brief*:
*Mass Torture & Deaths*: 27 civilians were killed or died due to torture and starvation. Hundreds of villagers were brutally tortured.
*Sexual Violence*: Women and young girls were subjected to rape and molestation. Pregnant women were forced to give birth in public view without medical assistance.
*Destruction of Property*: Over 100 homes were burned or dismantled. Schools, churches, and granaries were also destroyed.
*Forced Labour*: Villagers were held in fenced, open-air enclosures and forced to perform hard labour and cook for the soldiers.
*Justice denied for Oinam victims*
The legal maxim "justice delayed is justice denied" means that justice loses its meaning if the legal system does not provide timely remedies to victims. When legal proceedings drag on for long periods, the essence of justice is undermined, and the system has failed to deliver justice for the victims of Oinam to date.
This principle has sparked strong public reactions and outrage, particularly in cases involving grave tragedies, such as the violence experienced by victims in Operation Bluebird.
*Aftermath*
Operation Bluebird remains a widely documented case of military excess and extrajudicial execution. It deeply traumatised the local Naga communities in and around Oinam villages. The fight for justice continues to be remembered and debated in books and legal cases decades later. One can read more about the historical incident through various sources and publications.
