overall what i think Will happen, is that this does not encourage optimisation as much as devs would hope, but people most likely rather go into other instances and events that are less restricted.
making some events less populated than expected.

the performance restricted group instances are great, but if it's my personal choice to show someone's Avatar, then i should be allowed to do so.

placing users local choice below the instances restrictions should not be a thing.

this does not defeat the purpose of the feature.
