Findings:
-61% of transfers went to an equally or lower rated district.
-Only 6% of total transfers were from D/F to A/B/C districts.

My heart smiles so easily...Watch my Kollyn reading at age 2. He is 3 now and much stronger with his fluency, but I cannot stop smiling at my baby on this one. This was his first time ever seeing this book and I was about to read it to him when he asked to read it himself. :-)
