Circumcision has preventative benefits such as preventing urinary tract infections, preventing fore skin problems such as inflammation and problems with tightness during puberty. In adults, it can reduce transmission on HIV/AIDS and in some cases reduce risk of rare cancers. I’m saying that, most hospitals today do not perform them unless certain circumstances require. Phalloplasty on the other hand comes with way more risks and complications and serves no medical benefit or preventative measure. It serves no other purpose other than to satisfy some need in the persons head to have a fake penis constructed whilst also destroying other parts of body. There’s no research today that proves long term that a phalloplasty fixes mental state/health. In fact, the very few long term studies done show that mental health declines as years progress from this surgery.
