I urge researchers, innovators, and industry leaders to ensure that academic research yields practical solutions, a crucial element in Zimbabwe's modernization and industrialization. The recently passed Research Bill has strengthened our national innovation ecosystem.
As we move forward, we must promote the ethical and inclusive integration of Artificial Intelligence. Our research should focus on precision agriculture, healthcare innovation, FinTech, and other sectors vital to national development. The Education 5.0 model under the Second Republic aims to produce graduates who are innovators, developers, and entrepreneurs. I call upon the private sector to support local innovations and collaborate with researchers to commercialize new technologies.
The Government remains committed to supporting local inventions and empowering young innovators. I visited the exhibition stands prior to the symposium and was impressed by the innovative displays from tertiary institutions and primary school learners. I encourage industry players to transform these ideas into market-ready products. Together, we are making progress towards Vision 2030.

As we have always said, ZANU PF does NOT have the numbers they needed. Only 181 ZANU PF MPs voted in favour of #CAB3 falling short of the required 187. The Bill only passed in the National Assembly because of the Tshabangu factor. History will judge harshly those who betrayed the people.

Congratulations to all fellow Zimbabweans, especially the members and supporters of ZANU-PF, who made it possible during 2024β2025 for Resolution 1 and other resolutions to be actioned and implemented by the Minister of Justice, Cde Z.Z, and Attorney General Amai Mabhiza.
Hon. Minister, you and Hon. Mabhiza endured relentless criticism, insults, and all manner of accusations from those opposed to progress and development. Today, however, the majority of Zimbabweans are celebrating the passage of the Bill in the Lower House by an overwhelming majority. There is little doubt that the Upper House will also vote in its favor. This demonstrates that Zimbabweans increasingly recognize that development, stability, and continuity are essential for the future of our country.
I would also like to extend my sincere gratitude to all ZANU-PF social media comrades who worked tirelessly to defend and promote CAB3 against sustained attacks from its detractors. These comrades stood firm in defending our President, his family, and those who support his vision for Zimbabwe. Through dedication, passion, and commitment, they educated the public on the benefits of CAB3 and its importance to the country's developmental agenda.
It is unfortunate that we also witnessed a so-called Mr. Fixer who became a prophet of doom, spreading misinformation and making fake news. He claimed there would be a referendum, gave hope that there would be a coup, and went on to allege that military chiefs and retired generals would order the President to halt CAB3. None of these claims materialized. They were nothing more than baseless allegations designed to create confusion, fear, and uncertainty among Zimbabweans. The world now knows this dude is one big liar.
Today, the democratic processes of Parliament have spoken, and the people of Zimbabwe continue to place their faith in development, constitutionalism, and the vision for a prosperous future. History will remember those who worked tirelessly to advance national progress and those who chose to stand on the side of development.

Minister of Justice, Legal and Parliamentary Affairs, Hon. Ziyambi Ziyambi, has hailed the parliamentary debates on the Constitutional Amendment (No. 3) Bill (CAB3) as constructive and exemplary, following the Billβs successful passage through the National Assembly today.
The Bill garnered overwhelming support, with 216 Members of Parliament voting in favour and 42 voting against, surpassing the constitutionally required two-thirds majority. It now proceeds to the Senate for further scrutiny and debate. Hon. Ziyambi noted that support for the Bill cut across political lines, with some opposition legislators voting in its favour, a development he said reflected political maturity and a shared commitment to matters of national importance. He added that the Bill is the product of broad consensus reached within the National Assembly after extensive deliberations.....πβ

CONGRATULATORY MESSAGE TO ALL PARTY ORGANS, FUNCTIONARIES, MEMBERS OF PARLIAMENT AND THE PEOPLE OF ZIMBABWE ON THE HISTORIC PASSAGE OF CONSTITUTIONAL AMENDMENT BILL NO. 3 IN THE NATIONAL ASSEMBLY
On behalf of the National Political Commissariat of ZANU PF, and on my own behalf personally, I wish to extend sincere congratulations to all Party organs, functionaries, Members of Parliament and, most importantly, to the people of Zimbabwe, on the historic passage of Constitutional Amendment Bill No. 3 in the National Assembly of Zimbabwe on Thursday, 18 June 2026.
This outcome was not accidental. It was the product of disciplined mobilisation, ideological clarity, and the genuine expression of a people who understand what is at stake for their country's future.
When the Hon. Speaker called the division, 216 Members of Parliament voted in favour of CAB3. Only 42 voted against. The required two-thirds threshold stood at 187 votes. The House exceeded it by 29 votes. What makes this result particularly significant is that the affirmative votes came not only from ZANUPF Members of Parliament but from across the aisle. I wish to specifically acknowledge those opposition Members of Parliament who, setting aside partisan considerations, chose to align themselves with the future of the nation. That decision required both political courage and a genuine reading of the will of the people they represent. It is an act of statesmanship that this moment deserves to recognise. This was not a party vote. This was a national vote. The National Assembly, in its constitutional plurality, spoke on behalf of the Zimbabwean people with a clarity that leaves no room for misinterpretation.
That clarity was hard won. It would be incomplete to celebrate this result without acknowledging the environment in which it was achieved. Our democratic institutions, and the men and women who serve within them, faced sustained attempts at disruption - physical and psychological - designed to derail this process before it could reach its conclusion. Parliament held firm. Our structures held firm. The integrity of the process was defended at every stage. What emerged on Thursday is therefore not only a legislative outcome. It is a demonstration of the maturity of Zimbabwe's democracy and the resilience of the institutions created to serve it. That resilience deserves to be recorded alongside the result itself.
I wish to place on record my deep appreciation for the role played by each level of our Party structures in making this moment possible. It is easy, in the aftermath of a national result of this magnitude, to focus on the headline figures. But behind those figures lies months of quiet, determined work by our members at the cell, branch, district and provincial levels. They engaged their communities without fanfare. They explained the Bill to neighbours and relatives. They answered difficult questions with patience and ideological grounding. They organised transport, attended hearings, and ensured that the voices of ordinary Zimbabweans found their way into the formal record of this process. That work does not appear in any Hansard. But it is the foundation upon which this outcome was built, and it deserves recognition.
I equally commend our ZANUPF Members of Parliament. You carried into that chamber a dual mandate - one from the Party, confirmed through the resolutions of the Annual People's Conferences in Bulawayo and Mutare, and one from the citizens who placed their trust in you at the ballot box. The manner in which you discharged both responsibilities demonstrated the maturity and discipline that has always distinguished ZANU PF's parliamentary representation. You did not merely follow a party line. You voted for a Bill that stands on its own constitutional and developmental merits, and history will recognise that distinction.
CAB3 must be understood within the broader context of where Zimbabwe finds itself as a nation. The Second Republic has established a development trajectory that is gaining real momentum. International assessments now place Zimbabwe among the fastest-growing economies in our region. Inflation has been brought under control. Key sectors of the economy are expanding. Infrastructure is being delivered to communities that waited decades for it. These are not abstract statistics. They are realities that Zimbabweans are experiencing in their daily lives, and they reflect the consistency of purpose that has characterised the leadership of His Excellency the President and First Secretary of ZANUPF, Cde. Dr. E.D. Mnangagwa. It is precisely this momentum that the people of Zimbabwe, through their overwhelming participation in the CAB3 consultation process, have asked their Parliament to protect. The National Assembly has responded to that request. The people's confidence has been honoured.
The Bill now awaits transmission to the Senate. The Senate is a chamber of experience, reflection and oversight, and I have full confidence that it will approach its responsibility with the seriousness this moment demands. The foundation before the Senate is solid: a constitutionally grounded process, a public consultation of historic breadth and depth, and a lower house vote that exceeded the required two-thirds majority by a margin that speaks for itself. I am confident the Senate will honour the record before it and will give effect to the will of the people it was constituted to serve.
To every Zimbabwean who attended a public hearing, submitted written views, engaged with their local Party structures, or simply trusted this process to deliver a fair outcome: your participation was not ceremonial. It was consequential. This result is, in a very direct sense, yours.
What is required of us now, as a Party and as a nation, is to ensure that the stability and continuity which CAB3 secures translates into the tangible improvements in livelihoods that our people are waiting for. Every province, every district, every ward, every cell. That is the commitment this moment demands of us, and it is the standard by which our stewardship of this outcome will be measured.

The BIGGEST TAKEAWAY from the CAB3 vote yesterday is that ZANU PF is STRONG & UNITED. All the conspiracy theories that were pushed before the vote were meant to sell false hope to the HABITUAL ANTAGONISTS.
