本日は、「令和８年８月千葉豪雨　第１回　関係閣僚会議」も開催しました。

「令和８年８月千葉豪雨」で、お亡くなりになられた方々に哀悼の誠を捧げますとともに、謹んでご遺族の皆様にお悔やみを申し上げます。

そして、被害に遭われたすべての方々に、心よりお見舞いを申し上げます。

今般の豪雨に際しては、政府として、官邸に「官邸連絡室」を設置して情報収集などに当たったほか、「関係省庁災害対策会議」を開催して、対応に当たりました。

また、既に「TEC-FORCE」（国土交通省 緊急災害対策派遣隊）や「MAFF-SAT」（農林水産省 サポート・アドバイス・チーム）が現地で活動を開始しているほか、各省庁の職員が、情報収集や県・自治体との連携のため、千葉県内で活動を行っています。

各大臣には、千葉県と緊密に連携し、地元のニーズも踏まえ、一日も早い復旧に向け、全力で対応にあたるよう、指示をしました。

＜普通交付税の繰上げ交付について＞

林大臣には、被災自治体が、財政上安心して復旧に取り組むことができるよう、「普通交付税の繰上げ交付」を迅速に実施するよう、指示をしました。

＜内水対策について＞

豪雨の中での移動によって、国民の命が失われることがあってはなりません。

金子大臣、あかま大臣を中心に、今回の内水氾濫による被害の��握と原因分析、被害軽減に向けた取組を加速するよう、指示をしました。

＜アンダーパス侵入対策について＞

今回の豪雨では、道路のアンダーパス部などで冠水が発生し、車両が水没し、人が亡くなるなどの被害が発生しました。

金子大臣には、今回の災害時の対応を検証した上で、冠水したアンダーパス部への車両の侵入を防ぐなどの取組を進めるよう、指示をしました。

「災害時の道路上での車両の冠水事故」を防止するため、あかま大臣には、「災害時における道路管理者と連携した交通対策」の実施について、対策を強化するとともに、万が一の際に、車両からの脱出方法を含め、適切な行動をとることができるよう、平素から運転者に対する広報啓発を実施するよう、指示をしました。

＜予測精度向上について＞

毎年のように豪雨の被害をもたらす「線状降水帯」について、先端AI技術の活用を含む観測・予測を強化し、予測精度の向上に取り組む必要があります。

「令和８年８月千葉豪雨」では、短時間のうちに急激に災害のリスクが高まる状況となりました。

金子大臣には、このような状況下においても、適時適切な防災気象情報の発表に加え、地元の気象台が持つ危機感を前広に県などに伝え、住民の皆様への的確な情報発信に努めるよう、指示をしました。

大雨などによる災害が多く発生する時期が続きます。
引き続き、警戒を怠らず、緊張感を持って臨んでまいります。
