Could also be a connection point for the pulse transmission system (think headjacks from the Matrix). With how close they were released, there could be some overlap with BN3 and NT’s development.

The only thing I think this is missing is the Japanese subtitles from the recent Rockman USA. Maybe next release?

2:38 - The Mega Armor series shown just uses one standard skeleton framework for all characters. The helmet-less designs from the artbook were for Bandai’s Full Color Cross series of mini figures, where X and Zero have unique head designs. 🤓

American sources like the NES Game Atlas, Nintendo Power articles and the Archie comics describe it as if there’s only one.
