The matchmaker is doing what it's designed to do, and it's definitely not EOMM (at least explicitly) as the sole big bad of matchmaking.

BUUUUT it is pretty flawed to not consider other factors, given how they KNOW just how much they influence game outcomes.

An important thing to consider here is that the system is doing what it's designed to do, but the SR that it's comparing players with is pretty inconsistent.

Because Rivals doesn't have placement matches, you're matching against players with high mechanical skill (cont.)

If the matchmaker looked at your past few games, understood that you mainly play strategist and occasionally flex to DPS, it should try and silently fill you into 2-2-2 without locking you into that role. At least a little bit of consideration would go a long way :)
