How do such contractors get the tender? I wonder if it’s favouritism. Doesn’t BMC have any audits?

We had been to the IRB road construction site the day before yesterday. We spoke to the contractor's supervisor and asked him to complete the road as soon as possible. We have observed that the contractor doesn't have adequate manpower for speedy completion of the road.
