I love Gurugram. I spend a fair amount of time there, and on most days it is a genuinely great city to be in.

Good roads in large stretches, real work happening, some of the best food and the best offices in the country.

Then it rains for three hours, we all lose our minds on this app for four days, and then we go quiet for eleven months.

Dharambir Singh Ji, the BJP MP from Bhiwani-Mahendragarh, told a flooded Gurugram to wait till 2047.

That is an abysmal answer to a person standing in waist-deep water outside their own house.

Now, Manohar Lal Khattar Ji, as Union Urban Affairs Minister, said in Parliament that Indian cities are built to handle roughly 1.5 to 2 cm of rain and that there is no planning in place for 8 to 8.5 cm.

That applies to almost every Indian city, run by every party.

But here is why Gurugram specifically drowns.

The city sits in a natural bowl at the foot of the Aravallis. Rain used to run off those hills into natural nallahs and out towards the Najafgarh basin.

Those channels have been built over, plot by plot, licence by licence.

Gurugram also grew developer-first rather than plan-first. So the drain outside your gate might belong to the municipal corporation, or GMDA, or HSVP, or NHAI, or your builder.

Five agencies, one puddle, and no owner.

And then there is maintenance. Reporting has shown that MCG, Manesar's corporation and GMDA together approved over ₹100 crore for stormwater drain cleaning and restoration across four years, held over 50 review meetings, and the drains had not actually been cleaned since 2023.

To be fair to GMDA, they did bring flood points down from 79 in 2020 to 16 by 2024. Work does happen. It just does not survive 200 mm of rain.

But, there is something else I want to discuss.

Gurugram already has the single best example in India of citizens fixing something the state could not.

The Aravalli Biodiversity Park is 392 acres. For forty years it was a quartzite mining site with eight stone crushers, illegal tree felling and waste dumping. A barren scar. After the Supreme Court banned mining in 2004, it just sat there.

In 2010 the Municipal Corporation of Gurugram partnered with a citizens' group called I Am Gurgaon.

Yes, residents. They brought in a rewilder, Vijay Dhasmana, planted native Aravalli species instead of ornamental imports, and got schoolchildren, corporates and ordinary volunteers to do the work.

Today that land has over 300 native plant species and around 200 bird and animal species. In 2022 it became India's first OECM site, a conservation recognition under IUCN criteria for land outside protected areas.

Hero MotoCorp signed a ten year maintenance agreement.

And when NHAI proposed two link roads that would have cut through it, public outcry got both deferred.

That is what active citizenship looks like.

Other cities have their own versions.

In Bengaluru in 2016, the state proposed a steel flyover costing close to ₹1,800 crore. Citizens for Bengaluru ran a campaign, thousands of people formed a human chain, and the project was shelved.

In Mumbai, a lawyer named Afroz Shah started picking up plastic at Versova beach with one neighbour in October 2015.

It became what the UN called the world's largest beach cleanup, and in March 2018 Olive Ridley turtles hatched there for the first time in about two decades.

So what can we actually do in Gurugram.

First, find out which agency owns the drain outside your gate. MCG, GMDA, HSVP, NHAI or your builder.

Second, file RTIs. Ask for the drain cleaning tender, the scope of work, and the work completion certificate.

Third, the state industry minister has already directed that a dedicated officer be assigned to each flooding site with their phone number made public.

Ask your RWA to demand that list and publish it.

Fourth, MCG house meetings and GMDA meetings happen. Residents can attend. Almost nobody does. Attend them.

Fifth, fix your own catchment. Recharge pits and rainwater harvesting inside your society mean that much less water on the road.

Rainbow Drive in Bengaluru went from tanker dependent to water sufficient purely through recharge work.

Sixth, pick one narrow goal instead of general anger. United Gurugram RWAs have been doing this for years and they get further than any of us do with a thread.

And vote in the municipal elections, where turnout is far lower than the Lok Sabha.

The people who decide whether your drain gets cleaned are elected in the municipal elections we skip.

Gurugram is not a bad city. It is a young city that grew faster than any planning department could keep up with, built by people who came from everywhere else to work hard.

The MP said wait till 2047. I would rather we did not.

One day, the authorities decide that the operation of Jamshedpur will not continue, and the story of Jamshedpur is finished in an AC room meeting, with no value given to the fans’ emotions.

Indian football clubs are corporate-run entities, more than community-based.

There is a village-based team in Manipur who play in I-League 2, KLASA. KLASA will sustain forever, irrespective of the financial hurdles, because it is a community-based club. East Bengal will survive, as it somehow has a relationship with the community, and the so-called authorities cannot decide to stop the operation and move forward.

The same thing happens in Europe and elsewhere, where the ultimate decider of the club is the community, not the owner.
