They do not produce surplus value they consume surplus value as the service industry is side effect of surplus wealth and doesn't grow the economy it can only circulate.

Their existence doesn't increase wealth but is dependent on a portion of the population to have surplus wealth.

Cooking does not increase the amount of food in circulation nor does cleaning a house increase the amount of available shelter.

Lumpen includes criminals, beggars, prostitutes and servants, and anyone who acquires wealth through labor but doesn't produce wealth.
