*Review of WASCOM Meeting Resolutions*
Today, together with my co-Chair, H.E. Joshua Irungu, EGH, Governor of Laikipia County and Chairperson of the Council of Governors Water and Natural Resources Committee (CoG) with teams from Ministry of Water Sanitation and Irrigation, Council of Governors (CoG), Tana Water Works Development Agency (TWWDA), the African Population and Health Research Center (APHRC) and other development partners we reviewed and adopted the resolutions of the inaugural Water Sector Steering Committee (WASCOM) held on 1st of September this year at Maji House.
WASCOM remains the platform through which both levels of government steer sector goals, policies, standards and priorities. The Water Sector Inter-Governmental Coordination Framework Implementation Roadmap now has an agreed operational structure.
Our task is clear: convert coordination into results — reliable water, sustainable sanitation, and responsible management of Kenya’s water resources for all Kenyans.
Today, alongside PS for Water and Sanitation @JKorir_K and Water Secretary, Eng. SAO Alima, I appeared before the Departmental Committee on Blue Economy, Water, and Irrigation, chaired by Hon. Kangogo Bowen, MP for Marakwet East.
We presented an update on the Budget Performance for the first half of FY 2024/2025, key policies shaping the 2025 Budget Policy Statement (BPS), the proposed FY 2025/2026 BPS, capital projects and their funding allocations, the implementation of Cabinet resolutions on State Corporation performance, and critical unfunded priorities
This morning I have held a meeting with the Ministry Land Reclamation Policy and Bill Task Team coordinated by director land Reclamation and climate Resilience at the ministry and the Irrigation Secretary.
The team briefed me on the consultation with other key Ministries, Departments and Agencies (MDAs) on the Draft Reclamation Policy.
Upon approval by the Cabinet, the policy will clear the way for the development of appropriate legislation and regulatory framework. This will facilitate the reclamation of degraded lands in the Country and help the government achieve the "land Degration Neutrality" Agenda by 2050.

Later this evening, I evaluated the damage caused by landslides to the conveyance Steel pipes in along Thiririka River.
The landslides swept away some pipes, anchor blocks and thrust blocks at various sections approximately 150m long.
Vandalism and appurtenances theft are a challenge in the project. These have jeopardized the sustainability of the project with more than 27 air valves stolen. We appeal to the public and security agencies to collaborate and protect these key infrastructures to ensure longevity.
I have conducted an inspection of the damage on the Conveyance Infrastructure of Rwabura Irrigation Development Project in Gatundu Sub-County, Kiambu County.
I have noted with great concern the damage caused by landslides, which disrupted the delivery of water abstracted from Thiririka and Rwabura Rivers deep in Kinale Forest.
To that end, I have directed the contractor to immediately remedy and rehabilitate the two systems to full working status as the project is still under Defects Liability Period.
The project has an irrigation area of 1,500 acres and 3,000 members.
The project initially commissioned by the President H.E @WilliamsRuto before the rains damage, included the construction of intake and sedimentation basins, as well as a conveyance system for Rwabura and Thiririka.
This project will greatly contribute to the achievement of the bottom-up transformative agenda by increasing agricultural productivity, eradicating poverty and reducing unemployment.
This morning I paid a courtesy call to the Cabinet Secretary for the Ministry of Tourism and Wildlife @rebecca_miano to discuss the nexus between our two ministries and agree on a collaborative mechanism for better service delivery on our mandates.
This morning I received the President of Kenya H.E @WilliamsRuto and the Deputy President H.E @KindikiKithure in wajir County on an inspection tour of projects in the County.
This evening I have held a strategy meeting with all stakeholders in Mandera Town Water Supply and Sewerage Projects, including PS @JKorir_K , Water Secretary Eng. SAO Alima, Northern Water Works Development Agency Chair, CEO and Technical Department, Tana Water Works Development Agency CEO and Chair, and Consultants and Contractors to deliberate on mechanisms of ensuring the pending works are completed on time as agreed during the inspection of the projects by H.E the President of Kenya @WilliamsRuto
