🌍💧At the opening of the 4th Edition of the Biennale of Luanda, H.E. Dr. Mohamed Ibn Chambas, AU High Representative for Silencing the Guns, represented AUC Chairperson H.E. @ymahmoudali, calling for water cooperation that advances peace and shared prosperity.

“Scarcity does not make conflict inevitable. The quality of governance can change its course.” H.E. Dr. Mohamed Ibn Chambas highlighted inclusive water governance as essential to prevention.

He called for women’s decision-making authority and practical support for youth initiatives in water governance and peacebuilding. Participation must shape budgets and investment.

He also urged closer links between water authorities, basin organisations and AU early warning mechanisms, connecting evidence on water stress with local dialogue and preventive action.
