मतलब अगर कोई काम सवर्ण व्यक्ति या संस्था 5 करोड़ में करने के लिए तैयार है और उसी काम को अगर कोई SC ST वर्ग का व्यक्ति या संस्था 10 करोड़ में करे तो सरक��री कम्पनी 5 की जगह 10 करोड़ वाले से ��ह काम सिर्फ इसलिए कराएगी क्योंकि वह SC ST कम्युनिटी से आता है

जो व्यक्ति या संस्था इस काम को 5 करोड़ में कर सकती थी, वह इस टेंडर में अप्लाई ही नहीं कर सकती है

कोई कानूनी जानकर बताए कि सरकारी संसाधनों के खुल्लमखुल्ला दुरुपयोग की यह अनुमति संविधान के किस आर्टिकल में लिखी हुई है?
