That is EXACTLY the problem, Waymo must receive new mapping data if there is construction or in this case, barriers to block a street. Dumbest car ever. My Tesla navigates such things with ease, even dirt roads where it calculates the width of the road, divides it in half and travels on its own side.
You must be watching a different video than the one you just posted. The car STOPPED for the bicycle. My Model Y with FSD stops for way, way more pedestrians and bicycles where no other car stops. It has never even come close to hitting anyone even in parking lots. If anything, it is too kind to those pedestrians and bicycles. Cars behind me get mad because my car defers to pedestrians.

It would be nice if Tesla picked at least one invite from Florida since we have such a limited geofence compared to Texas. After all Florida allowed Robotaxi to start without a safety passenger from day one.
Tampa Robotaxi/Cybercab lot has many more Robotaxis and Cybercabs now than when I took my first ride on the day Robotaxi started in Tampa. A security guard asked me not to take pictures but I already took these from the public sidewalk.
Second and third Robotaxi rides today. Chose pickup right next to the driveway of the Robotaxi and Cybercab lot hoping that my ride would come out of the lot. It came from elseware.
Two more Robotaxi rides today so I have at least a little chance of getting an invite to the Cybertaxi reveal. I parked right outside the Robotaxi staging lot behind the Titatic exhibition on Dale Mabry hoping to video tape the Robotaxi leaving the lot to pick me up in about 20 feet. I took it to a McDonalds but it dropped me off in a parking lot next door. Same pickup place. Bigger lot.
Tampa Robotaxi ride. When I tried to change my endpoint back to my origin point. I got the message that the Robotaxi was at the end of its service day and I had to get out at my destination. Called customer service and they said there was nothing that they could do. I had to order a new ride.
Tampa Robotaxi problem. I took a short ride anticipating that I would change the destination back to the start point. I watched the Robotaxi path and thought it was having me walk some distance only to find that once I set the point where I was when I requested the ride, the starting point remains rather than following me.
Testing wait times for Tampa Robotaxi. I found the storage place for Robotaxis and test Cybercabs. It is off Dale Maybry behind what is now the Titanic Exhibition. From wait times, I think all Robotaxis leave the central hub. Farther away from the hub meant longer wait times.
