@OPay_NG@parallexbankng, 32 days is long enough. CBN's framework contemplates resolution of instant EFT disputes within 3 working days. @Kuvalion is still waiting. Don't send another automated apology. Account for the ₦5,400. Show where it went, why it wasn't credited and when it will be returned.

Sir @EthosReviews 5400 is not small ooo, if I get caught stealing 1000, a passerby will willingly buy 2Liters of fuel or hang tire on my neck to burn me for stealing or even go to jail for shoplifting or robbery, that 5400, is like 5.4m right now @cenbank please intervene

@OPay_NG@parallexbankng, if you disagree over where this transaction failed, resolve that disagreement between yourselves. @Kuvalion should not become the casualty of an inter-institutional reconciliation problem. His ₦5,400 needs to be accounted for.

@OPay_NG, saying “we have responded via DM” does not answer the question. @Kuvalion wants his ₦5,400 accounted for. Show the settlement trail, explain the failure and resolve it. Communication is not the same thing as resolution. @Parallexbankng, your silence compounds the existing service failure.

@OPay_NG simply don’t care about the customers complaints and @cenbank can simply do nothing about it, this violates CBN Consumer Protection guidelines, and @cenbank is not doing anything about it
@OPay_NG, your own transaction record says “Successful” and “Received by bank.” So where did the ₦5,400 go? Credited? Rejected? Suspended? Reversed? Produce the transaction trail. A customer cannot be left guessing for 32 days. @Kuvalion
Exactly… if they can’t track and resolve this issue, how can we trust @cenbank and it’s regulations, the office seems not to functional, everything is there on/in your system, this is a result of poor/bad governance.

@OPay_NG@parallexbankng , this has now gone far beyond a delayed customer-service complaint.
@Kuvalion says he initiated a ₦5,400 transfer on 30 July. The transaction record displayed by OPay says “Successful,” “Processing by bank” and “Received by bank.” The customer says the receiving account was nevertheless not credited, and more than 30 days later there is still no resolution.
That is an extraordinary reconciliation failure. The @cenbank's Regulation on Instant Inter-Bank Electronic Funds Transfer Services provides that instant EFT disputes should be resolved within three working days. Where the sending and receiving entities cannot agree, the framework provides for escalation to the CBN within five working days in order to minimise customer pain.
We are now talking about over a month, not three working days. So what exactly has been happening to this transaction?
OPay's own record appears to say the money reached the receiving bank. If @parallexbankng received it, where did it go? Was the beneficiary account credited? Was it rejected? Was it held in suspense? Was it returned? Was there a settlement mismatch? Was a reversal initiated? Has the receiving institution produced a ledger confirmation? Has OPay obtained a settlement response from the receiving institution?
These are not complicated philosophical questions. They are basic payment reconciliation questions. And this is where the repeated “we have responded via DM” becomes particularly inadequate. A DM saying a complaint is receiving attention is not reconciliation. An automated apology is not reconciliation. Telling a customer to keep waiting is not reconciliation. The institutions involved have access to transaction records, settlement records and internal payment infrastructure that the customer does not.
The customer should not have to spend 32 days repeatedly proving that ₦5,400 has not arrived while two regulated financial institutions presumably have the technical records necessary to establish exactly what happened to it.
@cenbank, this is precisely the kind of case where regulatory oversight should move beyond acknowledging that a complaint exists. If the transaction genuinely settled successfully, show where the funds landed. If it did not settle successfully, reverse the funds.
If the receiving bank rejected it, show the rejection and the return trail. If there is a reconciliation exception, resolve it.
And if @OPay_NG and @parallexbankng disagree about where responsibility lies, that is an issue between the institutions. It should not become a reason for the customer to remain indefinitely out of pocket.
@cenbank itself recognises the importance of prompt resolution of electronic-payment failures and has established specific timelines around disputed electronic transactions.
There is also a bigger institutional problem here. @OPay_NG has repeatedly told @Kuvalion that it has responded via DM. Yet the customer's screenshots show that what he received was essentially another assurance that the matter was being handled and that he should continue waiting. He has now publicly stated that the responses are automated and that there has been no actual resolution.
A complaint reference is not a resolution. An acknowledgement is not a resolution. A promise to investigate is not a resolution. At some point, the financial institution has to account for the money.

A financial system cannot function on the assumption that small-value disputes are harmless because customers will eventually become exhausted and walk away.
