Take the officer's name.
Go to the city's Hall of Records & request a copy of the Public Servant Bonding Company that ensures she upholds the law.
Now submit to the Bonding Agent a video of her breaking the law, along with a copy of that law stating video taping in public spaces is lawful.
Now tell the Bonding Agent you are requesting a claim against her Bond 10 days from now for violation of your rights for say, $5m.
She will have put up the deed to her home as collateral to qualify for that Public Servant job.
The Bonding Agent can legally seize her house to cover legal costs when it is obvious she did in fact fail to uphold civil rights, breaking the Contract Law agreement she had with the Agent.
The Bonding Agent will automatically revoke her Bond, with or without a lawsuit, as she broke their agreement. Which is Bad Faith and Fraud. Fraud 'vitiates everything' in Contract Law.
Her department head will be forced to fire her if she no longer has a Public Servant Bond, as it is illegal for her to serve the city without one.
And just like that, she's lost her career, as no other department will ever hire her again, she's lost her home, and because she lost her home, her husband will be kicked out on the street and will automatically divorce her.
If the Bonding Agent does not revoke her bond, they are guilty of breaking the contract with the city, and will lose the entire city's contract for their other 2500 servants, PLUS will be dragged into court and sued for Bad Faith and you've already submitted video evidence she in fact did fail the law.
The Bonding Agent them gives you $75,000 for your trouble, liquidates the home to cover that.
One fell swoop and no court needed.
