1: This bill is contingent on a joint study to be conducted over 1 year (report deadline in 2024) with a full analysis on on its effectiveness. 1/4
3/4 citizenship status/lack of permanent address. 6 months after the report, the data are to be debated on whether a long term implementation would be successful. If findings do not indicate success, it could be repealed by 2025, either way the bill will be repealed by 2028.
