"Affordability" is vague enough that probably anyone can run on it, but I would *really* caution anyone against promising lower nominal rates when they have absolutely no way to deliver on that.
I’d recommend that those utility regulators be very vigilant with regard to wholesale aggregator fraud. There’s been over $130 million in penalties and settlements for aggregator fraud in MISO in just the past 2-3 years.
