If a property manager has code violations (especially safety issues), a "rent strike" just exacerbates what is likely a cash flow problem, makes it less likely the problems get fixed, and makes it harder to sell to new owner who could fix it up.

Better options are fines that go into a rental assistance program, and if not doable, various actions to either force a sale or provide city-backed loan tied to improvements + maybe even renewal rent restrictions for duration of loan.
