According to the Colorado voter roll, one hundred and fifty-two active status registrants list the address of Harm Reduction Action Center in Denver as the location they “regularly return to” when they registered to vote in Colorado. Thirteen have their Colorado ballot mailed to other locations (including five to the curious PO Box 299 address in Denver) but ten others have their ballots mailed to the Harm Reduction Action Center address so the busy staff there will be responsible for distributing one hundred and fifty-five ballots to clientele at the next election without any help or support from Colorado’s erstwhile Secretary of State.

Colorado statue 1-7.5-113 requires that where seven or more active status registrants share a mailbox at a licensed group residential facility, a representative of the county clerk’s office plus representatives of both the Democrat and Republican parties must deliver and collect completed ballots. (A similar requirement is in place at criminal detention centers.)

The mission of the Harm Reduction Action Center is to educate, empower, and advocate for the health and dignity of Denver's people who inject drugs. It is Colorado's largest public health agency that works specifically with people who inject drugs but is NOT a licensed group residential facility so the Colorado Secretary of State leaves it up to the already busy staff and volunteers to make sure all the ballots she has dumped on their doorstep each election cycle are appropriately delivered.

No chain of custody issues to be concerned about here.
