Also, where institutional and skilled human resource are constrained, appropriately governed Al could become a force multiplier. It could enable governments and businesses to accomplish more with limited resources. But this opportunity comes with important qualification.
Technology doesn't automatically produce public good. The public value of Al depends upon how it is designed, who controls it, how it is deployed, what safeguards exist and who is accountable when things go wrong. Solving the real world problems decade ago used to take a lot of thinking, conversations, collaborative efforts and a lot of work; but today we have once in a life time window to immediately, progressively, radically, rapidly and consistently find solutions to problems instantly without having to wait for a decade or more. AI provides us with these array of tools that we can deploy to solve problems in realtime. Therefore, there’s a need to ensure that we preserve this capacities and capabilities whilst maintaining a level of competent, efficient and reliable regulation and governance of AI. #AIRegulation

It means identifying plausible risks, testing systems against them, establishing monitoring mechanisms, developing contingency plans, and ensuring that institutions have the authority and technical capacity to intervene when necessary. Nuclear technology provides perhaps one of the clearest examples.
