The project, stalled since 1999 due to a lack of funding, finally came to fruition thanks to funds allocated by the European Union and the cooperation of the United Nations Office on Drugs and Crime.
Here, the approach is different: Through intensive three-month training programs provided by the Mouvement Social association, the Afif Osseiran Foundation, and the Lebanese American University, and with non-stigmatizing diplomas, the goal is to break the cycle of delinquency and facilitate reintegration upon release.
However, the staff's ambitions are hampered by the fallout from the war and the crisis.
