Ruth Dreifuss. She became health minister and legalized it. The government didn't impose any restrictions on usage at all.
Something similar needs to happen in Punjab.
@LPI4India can deliver on it. The fact is many people already support it. Its just that the policy is not popular and politicians and police are happy skimping money from the illegal trade ruining families.
