@R_A_Belcher The county can finance with GO Bonds (General Obligation). That may or may not require a vote of taxpayers. Rev Bonds don’t require a vote, maybe. DO NOT read the words of the constitution. The courts have rendered it all irrelevant or worse since the financing of Truist Park.

@R_A_Belcher As I see it, the Authority doesn’t decide if a jail gets built. They decide whether it is to be funded with Revenue bonds. If you read the text of the state constitution “Debt Clause” and “Revenue Bond clause”, you would conclude they can’t do it anyway. BUT, the county can ….

@dwickert Tinkering with tax system almost always is intended to produce more revenue. Replacing property taxes with a sales tax appeals to those who typically don’t understand property taxes and have no idea what they pay in sales taxes in a year.
