People don't want to pay hundreds of dollars for a meal for it to be disrupted by noisy children. Not every place is meant for children.

If you're paying hundreds of dollars for a meal, you can expect a certain level of ambiance to reflect that. That requires the etiquette of all guests. Some establishments should be child free.
