Zimbos thinks that it is the role of government to open industries in Zim. When we question such kind of thinking, they realize that the role of government is to create an enabling environment. Now they are claiming that the environment is not conducive because they are clouded by their negativity. Look , Chinese are seeing opportunities here, Indians are seeing opportunities here, our brothers from Congo and Nigeria are also here in Zimbabwe making a lot of money. They are making money in an environment which you are saying is not conducive. Or maybe just say, you do not have capital. And you think government should giving you all money to start your industries.

We all know that many industries were shut down in early 2000s when Zimbabwe was slapped by illegal sanctions by the West. I hear many people talking about job creation through opening industries. I ask myself many times, who is supposed to open industries? Government or individuals?

This reminds me well of the debate we had with my colleagues at varsity about government role in the development of Zimbabwe. Someone said, " it is sad that we are importing toothpicks ". Then I asked, " who is supposed to open that industry, government or individuals?". I hear that some people are staying with over 1 million us dollars in their houses and if they really want, they can invest it in the toothpick industry. Some folks think it is government duty to open industries in Zimbabwe.

My thinking most of the times is that, the government should talk with the business owners who had their industries shut down due to sanctions, and offer them loans to get back to business.

PRESIDENT ED MNANGAGWA AWARE OF THE BUDGET SAID HON MTHULI

FINANCE minister Mthuli Ncube yesterday revealed that President Emmerson Mnangagwa played a part in the formulation of the 2024 national budget to be presented in Parliament this afternoon.

Hon Ncube made the revelations in an interview with a State-owned local television channel saying the budget was discussed with him and President ED Mnangagwa .

Hon Ncube said he met Mnangagwa outside Cabinet on several occasions where he would discuss what he wanted to be included in the budget.

“I meet the President every week, not in Cabinet. We meet because the Finance, Economic Development and Investment Promotion ministry reports directly to his Excellency,” Ncube said.

“It’s his ministry, so we meet every week to discuss policy issues.

“When it comes to the budget again, I take him through our thinking in terms of the excess budget and how the economy is doing.

“I take him through the revenue measures, and he always comes back, pushes back, and give us ideas. He always asks very good questions.”

He said President Mnangagwa was aware of the content of the budget to be presented today.

“Actually, I do not want to be questioned by him. They are tough questions, and you have to be clear, so I would say, maybe I should do this differently. So, we have that interaction. He had tremendous input into the budget,” Ncube told ZTN.

“As I speak, he knows everything that I will be presenting in terms of revenue measures, areas of relief, additional revenue, and areas of how to improve the tax administration. He is fully aware, and he has given input.

“In a way, it’s his budget.”

The Mashonaland East, ZANU PF Secretary for Education, Cde Tawanda ‘Chikopokopo’ Chenana was recently invited to attend his former school, Jekwa Primary School Prize Giving Ceremony, in Murehwa.
The founder of B4ED and writer of the popular weekly column, Brick by Brick Diary, in The Patriot newspaper, donated a printer, computers, exercise books branded Vision 2030-Brick by Brick as well as school shoes, white and grey stockings and paying fees for a number of students.
“Education consists in the growth of understanding, insight and ultimately some wisdom, all children must be trained for citizenship and this means providing all the necessary materials for learning,” said Cde Chenana.
The provincial Secretary for Education said it was important for everyone, school pupils included, to fully understand the philosophy that nyika inovakwa nevene vayo/ilizwe liyakhwa ngabanikazi balo
“We need our children to learn how to do well what they are called upon to do as responsible citizens of their nation. Education, everywhere, is a process of betterment or improvement,” said cde Chenana.
He said, exercise books carrying President Emmerson Mnangagwa’s picture were meant to inculcate patriotism among the children.
“In the past we have donated ambulances with the President’s picture because he is the architect and at the forefront of all the development and growth taking place. President Mnangagwa is walking the talk, leading by example. Thus with regards to development we must catch them young.
“We want our youths to understand Vision 2030 to secure our present and future,” said Cde Chenana.

HARARE’S water supply has improved significantly over the last few weeks following interventions by a technical committee set up by the Government last month to address the severe supply challenges facing the capital.

It has emerged that since the appointment of the committee, chaired by University of Zimbabwe Civil Engineering Lecturer Professor Hodson Makurira, bulk water production has more than doubled from 150 mega litres a day to about 350 mega litres daily.

The Government has since disbursed about US$1,2 million for the procurement of water treatment chemicals, with Treasury paying suppliers directly to avoid diversion of the funds for other purposes by the city fathers.

In an interview, Ministry of Lands, Agriculture, Fisheries, Water and Rural Development chief director (water resources and irrigation development) Engineer Tinayeshe Mutazu said: “Government set up a team to support the City of Harare following the general deterioration of water supply in the city.

“Government took steps to intervene very quickly to avert total disaster, primarily a cholera outbreak, which was knocking on the city’s doors.

“Treasury has provided financial resources to the tune of US$1,2 million. The City of Harare will draw down directly from Treasury.

“Treasury is providing that funding through direct payments to service providers.”

He said as a result of the committee’s interventions, water supply to the city had improved significantly.

“The team has made progress, the first achievement being that they have managed to arrest the deterioration of water supply. Supply was almost coming down to zero, to a point where the city could not provide any water. This was not because there was no water in the dams, but because they could not pump untreated water into the city.

“So, we moved from a point where daily supply was hovering around 150 mega litres to the current 350 mega litres.

“But the desire is to get to above 520 mega litres per day, which is the current installed capacity.”

He said owing to Harare’s dysfunctional rates billing system, the city was unable to raise funds for procurement of water treatment chemicals.

“The major challenge that has been affecting Harare was shortage of water treatment chemicals. The city could not procure the chemicals because revenue collection is very low on account of their billing system, which has collapsed,” he said.

“We are starting on a point where we acknowledge that there was serious mismanagement by the City of Harare, which led to the near collapse of the water value supply chain.”

He added: “The committee reports weekly for easy turnaround and monitoring of what they would have done.”

In October, Government appointed the technical committee and tasked it with developing and implementing a comprehensive plan to improve water availability and quality in the city.

It was also tasked with increasing and maintaining water production at around 520 mega litres a day and reducing non-revenue water from 59 percent to 55 percent.

Non-revenue water is water that has been produced or treated but is lost or unaccounted for before it reaches the customer’s meter.

The water can be lost through leaks, theft or inaccurate metering.

The committee will also ensure improved potable water supply coverage in the city from 40 percent to 60 percent.

If i was Mayor of Harare, i would force all building owners in Harare CBD to renovate their buildings. If they do not have capacity, the council will do for them and payback as a loan. This exercise should be mandatory to all old and bad looking buildings in our CBD. Something should be done!!

ZANUPF bemoans CCC recalls

The constant recalls of elected members of parliament and councillors have kept Zimbabwe in a perpetual state of election activities, resulting in significant financial implications for the country, according to Zanu-PF.

The main opposition, Citizens Coalition for Change (CCC), is in turmoil as self-appointed interim Secretary General Sengezo Tshabangu continues to remove MPs, senators, and councillors, asserting that they have lost their party membership.

High Court judge Tawanda Chitapi recently issued an interdict preventing Tshabangu from making further recalls. Zanu-PF’s director of information, Farai Marapira, expressed frustration in an interview with a local television station, describing the recalls as a nuisance.

“We respect the law when it is applied, even though it becomes a nuisance like in this case,” Marapira stated.

Marapira emphasized that the funds allocated for the December polls could have been better utilized in addressing other pressing sectors. He noted, “We have these challenges from all these recalls; we are now in perennial election mode, and essentially a lot of funds that could have been directed to other sectors of the economy. That money could have been more effectively used in assisting President Emmerson Mnangagwa’s vision.”
