Claiming Attendance Allowance may make her eligible for some Pension Credit due to the disability premiums.

If they're both getting Attendance Allowance which entitles them to a severe disability premium on pension credit = £495.95pw couple rate with Attendance Allowance on top.

If they have any health condition that affects their personal care they should claim Attendance Allowance which in turn would likely give them eligibility to Pension Credit.

@Artemisfornow You're incorrect as they will liable for the congestion charge as opposed to ULEZ. The congestion charge only covers the central area of London unlike ULEZ which covers the London Boroughs inside the M25.
