@Numbername88 For most IPs, to make money or even distribute the game on steam, one needs to have some legal contract (which sets many constraints). With touhou, the worst thing that can happen is the game not being liked by the community.
@Numbername88 Another important thing that made touhou successful is that anyone with enough skills can make, and most importantly sell fangames. And that means people don't have to rely solely on their enthusiasm and makes bigger projects possible.
